OFFICE MEMORANDUM
Subject: Outsourcing collection of Speed Post and Other Premium Service - Clarification regarding.
1. A reference has been received in Business Devolepment & Marketing Directorate from PMG, Gorakhpur Region, Gorakhpur, related tp the practice of claiming commission on Speed Post articles collected from authorised license holders of franking machines by the Speed Post Outsourcing Agents under "Outsourcing Collection of Speed Post and Other Premium Services Scheme". A clarification is sought for whether such commission is admissible or not.
2. The issue has been examined in consultation with PO Division of the Directorate. The instructions on the subject applicable in this regard are as under: -
(a) The "Outsourcing Collection of Speed Post and Other Premium Services Scheme" was notified vide BD Directorate communication No. 2/ 17/ 96/ BD dated November 23, 1998. Para 7 b of this communcation provides: -
"In respect of all the collections from the retail customers in cash/stamps/ franks, the collection agent will be paid agency commission of 2%(as given in para 5.3), on daily basis".
(b) The instruction for licensing and use of Franking Machines as ameneded along with summary of changes made was notified vide PO Division communication No. 41-13/ 95- PO dated 08.04.1996.
(i) Para 5 under "Instructions for use of Franking Machine of this communication provides: -
"the franked articles shall normally be accepted in one post office of the status of LSG or above as specified by the licensee which will be the designated office. However, in the case of genuine difficulty to the individual licensee, he may be allowed to post his mails in a second office, which should be a sorting office or mail office. Commercial licensees will be allowed to post their articles in on Post Office, Mail Office or Bulk Mail Centre only".
(ii) Para 6(b) of this communication provides: -
"A commercial licensee can frank the mails of his client(s). In such a case, the licensee should send such franked articles to the Post Office/ RMS office with a certificate with each consignment mentioning the name of the client, number of articles, value franked and total value and certifying that they are bonafide transactions carried on by the licensee on the behalf of the client(s).
3. In view of above, the issue raised in Para 1 above is clarified as under: -
(a) Licensee of franking machine, either individual or commercial (as defined in PO Division communication referred to in para 2) is not allowed to route their franked articles through Speed Post Outsourcing Agents to their designated office of posting.
(b) Speed Post Outsourcing Agent is not allowed to bring frank mail generated by Franking Machine of an individual or commercial licensee to Post office and claim commission under Speed Post Outsourcing Agent Scheme.
(c) In an individual or commercial Franking Machine License holder is also a Speed Post Outsourcing Agent, he/ she cannot act as a Speed Post Outsourcing Agent in respect of mail generated from his/ her franking machine.
(d) The word 'frank' mentioned in BD Directorate letter No. 2/ 17/ 96/ BD dated November 23, 1998 refers to a manner of prepayment of postage. 'Frank' in this context implies those frank impressions that are obtained from a Post office as proof of prepayment of postage due in lieu of postage stamps.
4. This issues with the approval of the competent authority.

विभाग के दिल्ली डाक सर्कल ने आज (24-11-11) यहां जिला स्तर की अरावली-ए श्रृंखला
नामक दो दिवसीय प्रदर्शनी का आयोजन किया। दिल्ली क्षेत्र के जी ओ सी
मुख्यालय ले. जनरल वी.के. पिल्लै ने इसका उद्घाटन किया। इस अवसर पर
दिल्ली सर्कल की मुख्य महा डाकपाल सुश्री रामेश्वरी हांडा भी उपस्थित
थीं। इस अवसर पर बारसीलाईट रेलवे पर एक विशेष डाक लिफ़ाफ़ा भी जारी किया
गया। रेलवे बोर्ड के कार्यकारी निदेशक (धरोहर) श्री मनु गोयल को ‘’मेरी डाक
टिकटें’’ का एक सेट प्रस्तुत किया गया।
ले. जनरल वी.के. पिल्लै ने अपने उद्घाटन भाषण में कहा कि डाक विभाग का
सेना के जवानों के जीवन में विशेष स्थान है, क्योंकि यह जवानों के घरों
और उनके बीच भावनाओं से भरे विचारों का आदान-प्रदान करते हैं। उन्होंने
बताया कि उनके पास भी डाक टिकटों का एक अच्छा संग्रह है।
A two-day District Level Philatelic
Exhibition“Aravali-A Series of Stamps” organized by the Delhi Postal
Circle, Department of Posts (DoP) was inaugurated here today by Lt
General V K Pillai, SM, General Officer Commanding, HQs, Delhi Area in
the presence Ms Rameshwari Handa, Chief Postmaster General, Delhi
Circle. A special cover on Barsilight Railways was also released on
this occasion. A set of “My Stamp” was also presented to Shri Manu Goel,
Executive Director(Heritage) Railway Board.
In his inaugural address Lt General V K Pillai said that Department of Post has special place in the lives of men in uniform as letters carry emotions to and fro from their homes. He disclosed that that he himself has a good collection of stamps.
Speaking on the occassion Shri Manu Goel shared long association of Deprtment of Posts and Railways. He informed that names of the trains with suffix Mail, like Punjab Mail used to imply that mail was transported by that train.
Ms Rameshwari Handa, Chief Postmaster General, Delhi Circle said that Communication and movement is common to the three institutions of DoP, Railways and Army. She said it is an excellent opportunity for all to share and learn from each other.
India Post carries out various activities to create awareness about importance of Philately by organizing road shows, exhibition, quiz competition, Philatelic Workshops, Stamp Designing Contest etc, at different places in order to facilitate school children to attend easily. This year, Delhi Postal Circle is organizing a series of philately exhibitions. This i Philatelic Exhibition in South West Division during 24th and 25th November 2011 at National Rail Museum is third such exhibition, which would certainly be a place of interest for the children. Children from around 50 schools will participate in this event. The exhibition has been named as “Aravali - A Series of Stamps”. Students of age group up to 18 years will participate in the exhibition and display their exhibits. The exhibition will be informative and of educational experience for all the children. Different activities like Design a cover (Painting competition) on the theme of 100 years of Delhi and quiz competition will be held during the exhibition.

Department of Posts has notified Department of Posts ( Postal Assistants and Sorting Assistants) (Group-C Non-gazetted) Recruitment Rules, 2011. These have been published in Official Gazette on 3.11.2011. They come into force from the date of publication in Official Gazette.
For direct recruitment 10+2 or 12 Standard candidates with atleast 60% marks with English as compulsory subject [ excluding vocational stream], 55% for OBC and 45% for SC/ST will be eligible.
GDS should have obtained 50% marks in 10+2 or 12th standard and should have put in minimum 5 years service.

Subject: [cpmg-dop] Implementation of new Interest rates and other changes in PO Savings Schemes published in Newspapers
Respected Madam / Sir,
Kindly refer to the item published in the leading newspapers regarding revised rate of interest and new features of various small savings schemes which is also uploaded by Ministry of Finance on its website in the shape of Office Memorandum. Ministry of Finance has requested to issue instructions to all post offices that the new rates of interest and other decisions taken should not be implemented till notifications are issued by the Ministry.
Therefore, it is requested to issue instructions to all post offices to wait for receipt of notifications issued by Ministry of Finance and circulated by the Department with reference to the implementation of new rates and other features of the small savings schemes.

अन्य पिछड़े वर्गों की केन्द्रीय सूची में संशोधन की अनुमति
केन्द्रीय मंत्रिमंडल ने आज अन्य पिछड़े वर्गों की वर्तमान केन्द्रीय सूची में परिवर्तनों की अधिसूचना को अपना अनुमोदन दे दिया ।
पिछड़े वर्गों के राष्ट्रीय आयोग ने केन्द्र सरकार को निम्नलिखित राज्यों के लिए अन्य पिछड़े वर्गों की केन्द्रीय सूची में संशोधन की सलाह दी थी। ये राज्य हैं- आंध्र प्रदेश, असम, बिहार, छत्तीसगढ़, गोवा, हिमाचल प्रदेश, झारखण्ड, कर्नाटक, केरल, मध्यप्रदेश, महाराष्ट्र, ओडिशा, सिक्किम, तमिलनाडु, उत्तराखण्ड और पश्चिम बंगाल। अंडमान निकोबार द्वीप समूह, चंडीगढ़, दिल्ली और पुडुचेरी के संघ-शासित प्रदेश। तदनुसार सामाजिक न्याय एवं सशक्तीकरण मंत्रालय इन राज्यों और संघ-शासित प्रदेशों की अन्य पिछड़े वर्गों की केन्द्रीय सूची में संशोधन करेगा। इन जातियों/समुदायों को अन्य पिछड़े वर्गों की केन्द्रीय सूची में शामिल करने से इन वर्गों के उम्मीदवार केन्द्र सरकार की सेवाओं और पदों में आरक्षण के लाभ पा सकेंगे। केन्द्रीय शिक्षा संस्थाओं में दाखिला लेने और पदों में उन्हें लाभ मिल सकेगा और इस तरह से समानता और समावेशी लक्ष्य पूरा करने में सहायता मिलेगी ।

- The Defence Procurement Policy to be reviewed, so that privatization and out sourcing may be avoided.
- MACP should be granted to Central Govt.Employees on Promotional Hierarchy.
- VII Pay Commission for Central Govt.Employees should be constituted at the earliest so that it can be reviewed and implemented in time.
- Employment should be provided to the wards of employees those who are willing to go in VRS Scheme like in Railways.
- The Bonus ceiling to be removed and one full month salary may be granted as Bonus to all Central Govt.Employees
- One Increment should be granted to Central Govt.Employees whose annual increment falls between 01-02-2006 to 30-6-2006

Rationalisation of Schemes
(i) The maturity period for
Monthly Income Scheme (MIS) and National Savings Certificate (NSC) will be
reduced from 6 years to 5 years.
(ii) A new NSC instrument, with maturity period of
10 years, would be introduced.
(iii) Kisan Vikas Patras (KVPs) will
be discontinued.
(iv) The annual ceiling on
investment under Public Provident Fund (PPF) Scheme will be increased from `
70,000 to `
1 lakh.
(v) Interest on loans obtained
from PPF will be increased to 2% p.a. from existing 1% p.a.
(vi) Liquidity of Post Office Time
Deposit (POTD) – 1, 2, 3 & 5 years – will be improved by allowing
pre-mature withdrawal at a rate of interest 1% less than the time deposits of
comparable maturity. For pre-mature
withdrawals between 6-12 months of investment, Post Office Savings Account
(POSA) rate of interest will be paid.
