Constitution of Fair Rent Assessment Committee
Sub: Constitution of Fair Rent Assessment Committee and Financial and administrative powers regarding hiring of accommodation :
In supersession of this office letters of even number dated 13.8.2004 and 03.03.2009 on the subject cited above, I am directed to covey the decision taken by Secretary (P) about composition of Fair Rent Assessment Committees at the three levels namely 1st level, 2ndlevel and 3rd level in respect of cities/towns which have been reclassified as ‘X’ ‘Y’ & ‘Z’ categories vide Ministry of Finance OM No. 2(1)/2008-E-II(B) dated the 29th August, 2008 and the competent authority to approve/accept the recommendations of the FRAC as follows :

2. For renting buildings beyond the financial powers of Divisional heads, FRAC of appropriate level would be constituted in accordance with the rent demanded by the owner of the building in the order stated in the table in para 1 above.
3. In all cases where the rent is to be decided with the recommendations of FRAC, the constitution of FRAC of appropriate level as per the composition shown in table in para 1 above would be ordered by the Regional/PMGs/CPMGs in respect of units under their jurisdictions.
4. The 3rd level FRAC would also examine the cases beyond the powers of regional PMG/CPMGs and the recommendation of the committee would be forwarded to the Directorate in the manner stated below in para 7.
5. The divisional heads can hire accommodation within their delegated financial powers under revised schedule III and schedule IV of Schedule of financial powers (issued vide DOP OM No 6-1/2008-FC(Posts) dated 06.02.2009 depending upon the class of city without fair rent assessment committee.
6. The financial approval of rent beyond the powers of Divisional Heads would also be granted by the Regional PMGs/CPMGs in respect of units under their jurisdiction.
7. All proposals referred to the Directorate should come along with the recommendations of head of the circles/regions and concurrence/comments of circle IFA.
8. These instructions may kindly be circulated to all concerned for immediate implementation.
9. This issues with the approval of JSF&A vide their Dy. No. 271/FA/09/CS dated 11.12.2009.
