Limit for receiving remittances through International Money Transfer Service to a single individual beneficiary is raised from 12 to 30.

Quick facts about money transfer service

01) Money Transfer Service Scheme ( MTSS ) is a quick and easy way of transferring personal remittances from abroad to beneficiaries in India.
02) Only personal remittances such as remittances towards family maintenance and remittances favoring foreign tourists visiting India are permissible.


The system envisages a tie-up between reputed money transfer companies abroad and agents in India who would disburse the funds to the beneficiaries at ongoing exchange rates. Such Agents can be Banks (Authorised Dealers) or Full Fledged Money Changer or registered Non-Banking Financial Company (NBFC), IATA approved Travel agents ( having minimum net worth of Rs.25 lakhs ) with prior RBI approval.

As the remittances are towards family maintenance, there will not be repatriation of such inward remittances.


The India agent is also not allowed to remit any amount on account of exchange loss to the overseas principal.

Only personal remittances shall be allowed under this arrangement.

Donations/contributions to charitable institutions/Trusts shall not be remitted through
this arrangement. This is primarily to ensure proper tracking of funds for charitable institutions/trusts is followed.

A cap of USD 2500 has been placed on individual transaction under the scheme.

Amounts upto Rs.50,000/- may be paid in cash. Any amount exceeding this limit shall be paid by means of cheque/D.D./P.O. etc. or credited directly to the beneficiary’s account only.

Only 30 remittances can be received by a single individual during a year.

In exceptional circumstances, where the beneficiary is a foreign tourist, higher amounts may be disbursed in cash. Full record of such transactions should be kept on record for scrutiny by the auditors/inspector.

It is learnt that up-gradation of Grade Pay of Inspector Posts from Rs. 4200/- to Rs. 4600/- file is returned by Ministry of Finance to DOP with query. The representative of Department of Posts is likely to meet the concerned officer of MOF in this week for detailed discussion in the matter.

Subject:- CCS (LTC) Rules, 1988 — Relaxation for travel by air to visit J & K .
           
The undersigned is directed to refer to this Department's O.M. of even No. dated 18.06.2010 on the subject mentioned above and to say that the relaxation for LTC travel   to visit J & K under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th  June, 2012 subject to the following conditions:
(a)        Travel by Air to continue to be in Economy Class only, irrespective of the entitlement of the officer.
(b)       The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels and Tours Ltd./IRCTC (to the extent IRCTC is authorized as per DoPT's O.M.No. 31011/6/2002-Estt.(A)  dated  02.12.2009),  would necessarily apply.
(c) All other conditions prescribed in this Department's O.M.  dated 18.6.2010, read with O.M. dated 05.8.2010 and  25.8.2011 would continue to apply.

The Postal Directorate has announced schedule to conduct the limited Departmental Competitive Examination for promotion of the Lower  Grade Officials to the cadre of Postal Assistants/Sorting Assistants for the year 2012. As per the schedule announced, the Examination will be held on  9th September 2012, Sunday.

Rotational Transfer Guidelines - Clarification on 6 years Station Tenure

It was clarified by Directorate vide letter no 141-91/2012-SPB-II dated 28.05.2012   that the provisions of Station Tenure of 6 years prescribed in R.T guidelines 2012-13 is not applicable to Postal Assistants/Stg Assistants except when transfers are ordered in administrative interest and under exigencies of service.

PS Gr. B Examination 2012 : Stay order on declaration of result

All India Association of Inspectors and Asst. Supdt. Posts, UP Circle Branch and other one applicant jointly moved M.P. under No. 1317/2012 (Diary No.1385/2012) on 31/5/2012 at Hon'ble CAT Lucknow Branch. The gist of the MP is given below:

This OA has been instituted seeking following reliefs.

"a) issuing / passing an order or direction setting a side the impugned letter / notification dated 10/4/2012, issued by the respondent No.2, for holding the LDCE for promotion to the cadre of PS Gr. B 2012 (as contained in Annexure No. A-1 to the original application), after summoning the original records.
b) issuing / passing of any order or direction as this Hon'ble Tribunal may deem fit in the circumstances of the case".

    "An interim order staying the LDCE for promotion to the cadre of PS Gr. B, 2012 scheduled to be held on 3/6/2012 as notified vide letter dated 10/4/2012, issued by Respondent No. 2 cannot be considered without any reply from the respondents.

     It is expedient to have C.A. in this case, Let C.A. be filed within 4 weeks R.A., if any may be filed within 2 weeks thereafter.

    In view of the position as above at this stage, no blanket out ban can be applied for holding of departmental examination as notified by the department. However, it is provided that the final result of this examination will be subject to the final order of this Tribunal. There is no objection form the other side.
