Codes for new categories of clientele of PLI
Some new categories of clientele under PLI have been added in Rule 6
of Post Office Life Insurance Rules-2011 vide Notification of even No.
dated 18.10.2012 published in the Gazette of India No. 240 dated
18.10.2012 circulated vide this office letter of even No. dated
29.10.2012.
2. Rule 16 of Manual for Circle Offices provides for suffixing
letter(s) to the PLI policy number as per the organization to which the
insured is belonging. As such, following codes may be assigned
(sufficed) to policy numbers of PLI issued to the insured belonging to
new categories added vide Notification ibid:

PLI
As a
positive development and an appropriate strategy for publicity and
securing business Department of Post has approved expension of the
clientele eligible for PLI. Henceforth, the PLI can be extended to the
following group:
- Employee engaged/appointed on contract basis by Central/State Goverment, where the contract is extendable.
- Employees of Joint Venture in which Central/State Government/Public Sector Undertaking/ Nationalised Banks have minimum holding of 10 percent.
- Members/employees of credit Cooperative Socities and other cooperative socities registered with Goverment under the Cooperative Socities Act and partly or fully funded from the Central /State Govt./RBI /SBI/ NABARD Nationalised Banks and other such institute notified by Government.
- Employees of Deemed Universities and Educational Institutes accredited by recognised bodies such as National Assessment and Accreditation Council, All India Council of Technical Education, Medical Council of India, etc.and or affiliated to Universities/ Boards etc.
- Employees of all Scheduled Commercial Banks.

Special Allowance even after grant of MACP upgradation
Officials working in the posts of PO & RMS Accountant are eligible for Special Allowance even after grant of MACP upgradation - orders of Directorate
It was ordered by Postal Directorate vide O.M F.No 1-02/2011-PAP dated 31.08.2012 that both the unqualified and qualified officials posted against the posts of PO&RMS Accountants are entitled to necessary Special Allowance on their financial up gradation under MACP Scheme. The Special allowance shall however be discontinued on their functional promotion.
These orders will apply mutatis mutandis to the officials working in the posts of Cashiers /Treasurers also.

questions and answers are compiled with simple and effective

FREQUENTLY ASKED QUESTIONS (FAQs) ON RTI (AS ON JANURARY 2012)
Q.1. What is Information?
Information
is any material in any form. It includes records, documents, memos,
e-mails, opinions, advices, press releases, circulars, orders,
logbooks, contracts, reports, papers, samples, models, data
material
held in any electronic form. It also includes information relating to
any private body which can be accessed by the public authority under any
law for the time being in force.
Q.2 What is a Public Authority?
A
"public authority" is any authority or body or institution of self
government established or constituted by or under the Constitution; or
by any other law made by the Parliament or a State Legislature; or by
notification issued or order made by the Central Government or a State
Government. The bodies owned, controlled or substantially financed by
the Central Government or a State Government and non-Government
organisations substantially financed by the Central Government or a
State Government also fall within the definition of public authority.
The financing of the body or the NGO by the Government may be direct or
indirect.
Q.3 What is a Public Information Officer?
Public
authorities have designated some of its officers as Public Information
Officer. They are responsible to give information to a person who seeks
information under the RTI Act.
Q.4 What is an Assistant Public Information Officer?
These
are the officers at sub-divisional level to whom a person can give his
RTI application or appeal. These officers send the application or
appeal to the Public Information Officer of the public authority or the
concerned appellate authority. An Assistant Public Information
Officer is not responsible to supply the information. The Assistant
Public Information Officers appointed by the
Department
of Posts in various post offices are working as Assistant Public
Information Officers for all the public authorities under the Government
of India.
Q.5. What is the Fee for Seeking Information from Central Government Public Authorities?
A
person who desires to seek some information from a Central Government
Public Authority is required to send, along with the application, a
demand draft or a banker’s cheque or an Indian Postal Order of Rs.10/-
(Rupees ten), payable to the Accounts Officer of the public authority as
fee prescribed for seeking information. The payment of fee can also be
made by way of cash to the Accounts Officer of the public authority or
to the Assistant Public Information Officer against proper receipt.
However, the RTI Fee and the mode of payment may vary as under Section
27 and Section 28, of the RTI Act, 2005 the appropriate Government and
the competent authority, respectively, by notification in the Official
Gazette, make rules to carry out the provisions of this Act.
Q.6. What is the Fee for the BPL applicant for Seeking Information?
If
the applicant belongs to below poverty line (BPL) category, he is not
required to pay any fee. However, he should submit a proof in support of
his claim to belong to the below poverty line.
Q.7. Is there any specific Format of Application?
There
is no prescribed format of application for seeking information. The
application can be made on plain paper. The application should, however,
have the name and complete postal address of the applicant.
Q.8. Is it required to give any reason for seeking information?
The information seeker is not required to give reasons for seeking information.
Q.9. Is there any provision for exemption from Disclosure of Information?
Sub-section
(1) of section 8 and section 9 of the Act enumerate the types of
information which is exempt from disclosure. Sub-section (2) of section
8, however, provides that information exempted under sub-section (1) or
exempted under the Official Secrets Act, 1923 can be disclosed if
public interest in disclosure overweighs the harm to the protected
interest.
Q.10. Is there any assistance available to the Applicant for filing RTI application?
If
a person is unable to make a request in writing, he may seek the help
of the Public Information Officer to write his application and the
Public Information Officer should render him reasonable assistance.
Where a decision is taken to give access to a sensorily disabled person
to any document, the Public Information Officer, shall provide such
assistance to the person as may be appropriate for inspection.
Q.11. What is the Time Period for Supply of Information?
In
normal course, information to an applicant shall be supplied within 30
days from the receipt of application by the public authority. If
information sought concerns the life or liberty of a person, it shall be
supplied within 48 hours. In case the application is sent through the
Assistant Public Information Officer or it is sent to a wrong public
authority, five days shall be added to the period of thirty days or 48
hours, as the case may be.
Q.12. Is there any provision of Appeal under the RTI Act?
If
an applicant is not supplied information within the prescribed time of
thirty days or 48 hours, as the case may be, or is not satisfied with
the information furnished to him, he may prefer an appeal to the first
appellate authority who is an officer senior in rank to the Public
Information Officer. Such an appeal, should be filed within a period of
thirty days from the date on which the limit of 30 days of supply of
information is expired or from the date on which the information or
decision of the Public Information Officer is received. The appellate
authority of the public authority shall dispose of the appeal within a
period of thirty days or in exceptional cases within 45 days of the
receipt of the appeal.
Q.13. Is there any scope for second appeal under the RTI Act?
If
the first appellate authority fails to pass an order on the appeal
within the prescribed period or if the appellant is not satisfied with
the order of the first appellate authority, he may prefer a second
appeal with the Central Information Commission within ninety days from
the date on which the decision should have been made by the first
appellate authority or was actually received by the appellant.
Q.14. Whether Complaints can be made under this Act? If yes, under what conditions?
If
any person is unable to submit a request to a Public Information
Officer either by reason that such an officer has not been appointed by
the concerned public authority; or the Assistant Public Information
Officer has refused to accept his or her application or appeal for
forwarding the same to the Public Information Officer or the appellate
authority, as the case may be; or he has been refused access to any
information requested by him under the RTI Act; or he has not been given
a response to a request for information within the time limit specified
in the Act; or he has been required to pay an amount of fee which he
considers unreasonable; or he believes that he has been given
incomplete, misleading or false information, he can make a complaint to
the Information Commission.
Q.15. What is Third Party Information?
Third
party in relation to the Act means a person other than the citizen who
has made request for information. The definition of third party
includes a public authority other than the public authority to whom the
request has been made.
Q.16. What is the Method of Seeking Information?
A
citizen who desires to obtain any information under the Act, should
make an application to the Public Information Officer of the concerned
public authority in writing in English or Hindi or in the official
language of the area in which the application is made. The application
should be precise and specific. He should make payment of application
fee at the time of submitting the application as prescribed in the Fee
Rules.
Q.17. Is there any organization(s) exempt from providing information under RTI Act?
Yes,
certain intelligence and security organisations specified in the
Second Schedule, are exempted from providing information excepting the
information pertaining to the allegations of corruption and human

गूगल IME - हिन्दी में टाइप करने का सरलतम साधन
गूगल IME - हिन्दी में टाइप करने का सरलतम साधन
गूगल ने अपना ट्रांसलिटरेशन आईएमई टूल ज़ारी कर दिया है। गूगल ने यह टूल एक साथ 14 भाषाओं (अरबी, फ़ारसी (पर्सियन), ग्रीक, बंगाली, गुजराती, हिन्दी, कन्नड़, मलयालम, मराठी, नेपाली, पंजाबी, तमिल, तेलगू और ऊर्दू) में टाइप करने के लिए ज़ारी किया है। मैं यह ट्यूटोरियल हिन्दी के IME टूल के लिए तैयार कर रहा हूँ।क्या खा़स है इस टूल में-
1) इंटरनेट कनैक्शन की कोई आवश्यकता नहीं- आप एक बार इंस्टॉल कर लें, फिर आपके पास इंटरनेट कनैक्शन हो या न हो, कोई फ़र्क़ नहीं पड़ता।
2) आसान कीबोर्ड- गूगल के इस टूल से लोगों की यह भी शिकायत रहती थीं कि वे हिन्दी के चालू शब्द तो टाइप कर लेते थे, लेकिन कई संस्कृतनिष्ठ शब्द नहीं टाइप हो पाते थे। जैसे बहुत कोशिशों के बाद भी 'हृदय' लिखना मुश्किल होता था, 'ह्रदय' से ही काम चलाना पड़ता था। जो लोग इस टूल का इस्तेमाल करते हैं, उन्हें इस टूल की सीमाओं का पता है। अब नये IME में गूगल ने एक कीबोर्ड दिया है, जिसकी मदद से आप दुर्लभ और जटिल शब्द भी टाइप कर सकते हैं।
3) शब्दों की पूर्ति- इसमें शब्दकोश आधारित शब्द पूर्ति पद्धति सक्रिय है। इसकी मदद से टाइप करने वाले को यह आसानी होती है कि जैसे ही वह किसी शब्द के 2-3 अक्षर टाइप करता है, गूगल का यह सिस्टम इससे बन सकने वाले शब्दों का सुझाव देने लगता है। जैसे- 'हिन्दी' लिखना है, hi टाइप करते ही 'हिन्दी' का विकल्प प्रदर्शित हो जाता है।
4) खोज का विकल्प- इस टूल के साथ हर शब्द, शब्द-युग्म और सम्भावित शब्द के नीचे एक तीरनुमा आकृति बनी है, जिसपर क्लिक करने से Search (खोज) का विकल्प आता है, उसपर क्लिक करते ही गूगल उस शब्द से संबंधित खोज परिणाम प्रदर्शित करने लगता है। टाइपिंग पट्टी के ऊपरी दायें कोने में भी गूगल का ऑइकॉन है, जिसपर क्लिक करके गूगल-सर्च किया जा सकता है। इस विकल्प के जुड़े रहने से देवनागरी-सर्च को भी बढ़ावा मिलेगा।
5) वैयक्तिक चयन- गूगल का यह टूल आप द्वारा किये गये संशोधनों को भी अपने ध्यान में रखता है और अगली बार आपके रोमन अक्षरयुग्मों से उन्हीं शब्दों का सुझाव देता है जो आप द्वारा वांछित है। जैसे आप 'kam' से 'काम' की जगह 'कम' लिखना चाहते हैं तो अगली बार से यह आपकी पसंद का ख्याल रखता है।
6) सुखद अनुकूलन- गूगल इस टूल में फॉन्ट चयन, साइच चयन का विकल्प भी प्रदान करता है, जिससे आप अपनी पसंद के स्टाइल में टाइपिंग कर सकें।
अब इतना जान लेने के बाद आप यह ज़रूर जानना चाहेंगे कि इसे आप अपने सिस्टम में संस्थापित (इंस्टॉल) कैसे करें।
1) अधिकारिक पृष्ठ इसका सेट-अप डाउनलोड करें
2) एक ही क्लाइंट मशीन पर एक से अधिक भाषाओं का IME सेट-अप चलाया जा सकता है।
3) यह टूल Windows 7/Vista/XP 32-bit ऑपरेटिंग सिस्टम के साथ काम करता है।
4) जब इंस्टॉलर डाउनलोड हो जाये तो उसे चलायें। यह कुछ डाउनलोड करने की शुरूआत करेगा।
5) नियम व शर्तों को स्वीकार करें-

7) फिनिश बटन पर क्लिक करके इंस्टॉलेशन विज़ार्ड से बाहर आयें-
विन्यास (कन्फिगरेशन)
आप यदि इस टूल को चलाना चाहते हैं तो पहले तो आपके सिस्टम में यूनिकोड का सपोर्ट इंस्टॉल होना चाहिए। इसके लिए आप Control Panel -> Regional and Language Options -> Languages tab -> Install files for complex scripts and right to left languages और Install files for East Asian languages दोनों को चेक्ड करके इंस्टॉलर सीडी द्वारा इंस्टॉल करें। इसके बाद आपके टूलबार में भाषा का विकल्प दिखने लगेगा। भाषा के इस विकल्प को लैंग्वेज बार भी कहते हैं।
यदि लैंग्वेज-बार न दिखे तो।
डेस्कटॉप पर राइट क्लिक करें (दायाँ क्लिक करें) और टूलबार में जायें और लैंग्वेज़ बार इनेबल करें।
यदि फिर भी लैंग्वेज बार नहीं दिखता तो निम्नलिखित तरीके से लैंग्वेज बार दिखायें-
Windows 7/Vista
- Control Panel -> Regional and Language Options -> Keyboard and Languages tab
- Text services and input languages dialog खोलने के लिए Change keyboards पर क्लिक करें।
- Language Bar tab पर क्लिक करें
- लैंग्वेज़ बार वर्ग से Docked in the taskbar रेडियो बटन को इनेबल (सक्रिय) करें।
- उपर्युक्त सभी सेटिंग को इप्लाई करें और देखने की कोशिश करें कि आपके टूलबार में लैंग्वेज बार देखें।
Windows XP
- जायें-Control Panel -> Regional and Language Options -> Languages tab -> Text services and input languages (Details) -> Advanced Tab
- यह सुनिश्चित कीजिए कि System configuration विकल्प के अंतर्गत Turn off advanced text services चेक्ड नहीं है।
- जायें- Control Panel -> Regional and Language Options -> Languages tab -> Text services and input languages (Details) -> Settings Tab
- Language Bar पर क्लिक करें
- Show the Language bar on the desktop चुनें और OK पर क्लिक करें।
IME का Shortcut कैसे सक्रिय करें-
हालाँकि आप लैंग्वेज बार से अंग्रेजी और हिन्दी को बारी-बारी से चुनकर दोनों भाषाओं के बीच टॉगल कर सकते हैं, लेकिन यदि आप अपने कीबर्ड से कोई शार्टकर्ट का इस्तेमाल करके किसी भी अनुप्रयोग में इसे चलाना चाहते हैं तो निम्नलिखित तरीके से कर सकते हैं-
Windows 7/Vista
- Control Panel -> Regional and Language Options -> Keyboard and Languages tab
- Text services and input languages dialog खोलने के लिए Change keyboards... बटन पर क्लिक करें।
- Advanced Key Settings tab खोजें और इसपर क्लिक करें।
- यदि Google Input उस लिस्ट में नहीं है तो Add पर क्लिक करें। Add Input language dialog box में भाषा विकल्प में हिन्दी और कीबोर्ड में Google Input चुनें।
- Hot keys for input languages वर्ग में - Google Input पर जायें।
- Change Key Sequence दबायें
- Enable Key Sequence चुनें
- Left ALT + SHIFT + Key 1 जैसा कोई विकल्प चुनें।
- ऊपर्युक्त सभी सेटिंग को एप्लाई करें।
- अब नोटपैड, वर्डपैड जैसे किसी अनुप्रयोग को खोलकर यह चेक करें कि शॉर्टकर्ट काम कर रहा है या नहीं। Left ALT + SHIFT + Key 1 दबायें और देखें कि हिन्दी में लिख पा रहे हैं या नहीं।
Windows XP

- Key Settings पर क्लिक करें।
- Hot keys for input languages में Switch to -Google Input चुनें

दो भाषाओं को आपस में बदलना-
आप इस टूल की मदद से पहले की तरह अंग्रेज़ी और हिन्दी भाषा दोनों के शब्द अपने एक ही कीबोर्ड से लिख सकते हैं। जब आईएमई सक्रिय हो, आप F12 या Ctrl+G की मदद से रोमन और देवनागरी को आपस में बदल सकते हैं।
आप चाहें तो आपके कम्प्यूटर स्क्रीन पर बने ऑइकॉन की मदद से 'अ' पर क्लिक करके 'A' और 'A' पर क्लिक करके 'अ' कर सकते हैं। 'अ' इस बात का सूचक है कि टाइपिंग-आउटपुट देवनागरी में होगा और 'A' इस बात का सूचक है कि टाइपिंग-आउटपुट रोमन में होगा।
कीबोर्ड-
गूगल ने इस बार एक इनस्क्रिप्ट कीबोर्ड का विकल्प भी दिया है, जिसमें हिन्दी के सभी स्वर, व्यंजन, विराम चिह्न इत्यादि एक क्रम में सजे हुए हैं। इस कीबोर्ड की मदद से आप बहुत से जटिल और दुर्लभ शब्द या अपनी मर्ज़ी के सार्थक-निरर्थक शब्द अपने आलेख में जोड़ सकते हैं। जैसे यदि आप कीबोर्ड की मदद से 'यक्ष' लिखना चाहें तो कीबोर्ड से 'य' और 'क्ष' का बटन दबायें आपका काम हो जायेगा।
यह कीबोर्ड स्टेटस विंडों (कम्प्यूटर स्क्रीन पर दिखने वाला IME का ऑइकॉन) पर बने कीबोर्ड के ऑइकॉन पर क्लिक करके खोला जा सकता है या कीबोर्ड शॉर्टकर्ट Ctrl+K द्वारा खोला जा सकता है। माउस द्वारा वांछित अक्षर का चुनाव कर सकते हैं। माउस से स्टेटस विंडो पर बने कीबोर्ड के ऑइकॉन पर दुबारा क्लिक करके, या Ctrl+K दबाकर या Esc का बटन दबाकर इसे बंद किया जा सकता है।

SBCO and MMS is going on from 11th of August from identified Post
Offices. Seeing the excessive crowd and demand of the form, India post has now decided to make these forms available online and can be downloaded from the India Post website www.indiapost.gov.in. After on line in India post Web site, the application Kit will be sent to the given Email ID with in 24 hours.
Online registration facility to get Application Kits will be available in www.indiapost.gov.in from 03.09.2012 to 25.09.2012.
1. The applicants applying on the application form downloaded on line has to pay:
a)
Rs. 50/- (Rs. Fifty) towards Application cost and Rs. 200/- (Rs. Two
Hundred) towards examination fee. The fee for Application cost at Rs. 50
shall be paid by all the candidates. For Examination fee, Scheduled
caste, Scheduled Tribes, Women, Physically Handicapped candidates are
exempted.
b)
Accordingly, the Unclassified Receipt/ ACG-67 receipt paid in any Post
Office, for Rs.50 or Rs.250 as the same case may be, enclosed in
original to the downloaded application form. The seven digit unique
Registration number printed on downloaded Application form has to be
noted on the backside of the fee receipt.
Separating regulatory services functions of Department of Post
Communications and IT Minister Kapil Sibal
has called for restructuring of 150-year-old Department of Post by
separating its regulatory and services functions to meet challenges of
technological age.
"The postal department should also restructure itself to meet
challenges of 21st century. The Department of Post (DoP) should look
into prospect of bifurcating the ministry from the regulator and the
operator, just as was done in the telecom sector," Sibal told PTI.
He said that the DoP should explore possibility of having different
entities namely policy making, regulator and service provider. "No
decision has been taken yet. It is all a matter of debate and dialogue
at the moment," Sibal said.
DoP, which has around 5 lakh employees, is responsible for policy making, regulation and providing postal services, at present.
The over 100-year old Indian Post Office
Act bars any individual or entity from delivering letters for
commercial purpose. The business of private courier companies is built
around delivering documents, parcels and others items which do not fall
under the category of 'letter'.
Sources in the ministry said that Sibal held a meeting with DoP
officials early this week on the issue of finanlisation of the National
Postal Policy 2012 and asked them to prepare roadmap for restructuring
as well.
They said that next meeting on the issue is expected to take place in 15
days. They said that the minister, in June, had asked DoP to set up a
body to oversee the unbundling of its functions.
An independent body named Postal Development Board (PDB) will be
responsible for the overall development and governance of the postal
sector, they added. The PDB will also draw a road-map for unbundling of
postal department functions.
The minister had also instructed DoP to constitute a Postal Advisory Board (PAB), in line with Telecom Commission,
which should have representation from government, industry players,
academics and other stakeholders, they said. The role of PAB will be to
provide inputs to PDB on policy matters.
The government in 1997 created the Telecom Regulatory Authority of India (Trai) to regulate the sector. Under New Telecom Policy 1999, government further restructured DoT by separating service providing function from it.

31.07.2012, has revised the existing rates of honorarium payable to
Inquiry Officers(IO) and Presenting Officers(PO) as follows.

The
revised rates of honorarium communicated are ceilings only and the
concerned Ministry / Department may decide the exact quantum of
honorarium to be paid keeping in view the volume of work involved in
specific cases. The number cases to be restricted to 10 in a year and
not more than 2 at a time.
These
revised rates will take effect from the date of issue of this OM i.e
31.07.2012 and will also apply to all inquiries in progress.
